Conflict zones were spread across the globe, and logistic chains were left ineffective. Most countries suffered from cash shortages, as people would hoard precious metals in fear of losing their life savings. Very little trust existed in paper money. The example on offer illustrates how governments, in this case provincial government, came up with ingenious ways to attempt to meet cash demands. Clearly there was no shortage of stamps, so a tax stamp was affixed to a piece of cardboard, with its denomination written on the back.
