Most brockages are typically seen struck at 12 o'clock, a mirror image of the opposite side. This coin has a 9 o'clock die axis; the obverse flan must have stuck to the hammer, rotated, and struck another coin already in place on the anvil. This type of rotated brockage is extremely rare.
