In March 1689 James, together with a force of disciplined French troops landed in Ireland. With the exception of a few protestant settlements in the north of the country, the whole of the island of Ireland passed under James' control. He was enthusiastically received and reigned in Dublin with the help of an Irish Parliament. Ireland was, of course, an obvious platform for the invasion of the rest of Britain. Faced with twin threats from James in Ireland and Louis XIV on the continent William attempted to deal with both threats simultaneously, dividing his forces between the two theatres of war. Little was achieved. The relief of Londonderry from the sea was the sole success in Ireland in 1689. The following year, 1690, William concentrated almost his whole English force against the Irish problem, personally leading an army of some 36,000 troops to Ireland. The threat of invasion from the continent became acute and John Churchill, later the Duke of Marlborough, who had remained in England, organised a defence force of militia and yeomanry.

This medal alludes to the declaration of amnesty which William III issued after his arrival in Dublin. The lettering on the edge implies William's hope to unite a third country, Ireland, alongside England and Scotland.
