The medal, decreed by a law of 6 September 1885, was minted at the Monnaie de Paris and distributed shortly before the Bastille Day parade on 14 July 1886. The medal ribbon, envisaged in the law of 6 September 1885 as half green and half yellow, was redesigned in the course of production, and the final version featured four green stripes on a yellow background. The ribbon is missing on this example.
