Known as Alexander "the Liberator" for his emancipation of serfs in 1861, reorganized Russia's judicial system abolished corporal punishment, promoted local self-government, ended some privileges of the nobles; a largely liberal ruler until a failed attempt on his life in 1866 after which he took a more reactionary stance; sold Alaska to the United States, assassinated 1881. Document Signed "Alexander" as emperor. 1 ½ page handwritten Decree (printed head) in Russian, 8 ¾ x 13 7/8", Sept. 7, 1867. The decree grants various Imperial Orders to military medical personnel.
