[Russian Imperial]: Alexander II, Emperor Russia, 1855-1881. Known as Alexander "the Liberator" for his emancipation of serfs in 1861, reorganized Russia's judicial system abolished corporal punishment, promoted local self-government, ended some privileges of the nobles; a largely liberal ruler until a failed attempt on his life in 1866 after which he took a more reactionary stance; sold Alaska to the United States, assassinated 1881. Document Signed "Alexander" as emperor. 1 ½ page handwritten Decree (printed head) in Russian, 8 ¾ x 13 7/8", Sept. 7, 1867. The decree grants various Imperial Orders to military medical personnel. Alexander II commands "Our Chapter of Orders to issue" the respective recipients Orders and related Citations. He signs boldly and with a flourish below on the second page. Very Fine..
