This rare 'commemorative' issue is part of a series referring to the mines which supplied vital ore destined for the Roman mints - namely in Pannonia, Dalmatia and Dardania. They were likely struck for internal use within the mines, either to pay the wages of the miners or intended to as donations. The existence of this type, which does not bear the name of a specific mint, possibly lends more weight to the latter theory. This is an intriguing piece of history for anyone interested in the production process of Roman coinage during this era.
