The National Archives have records of an Abraham Otger as Clerk to Henry Greenhill (1646–1708), the Resident Commissioner of the Navy at Portsmouth, 1695-1702. Greenhill was succeeded by Captain Sir William Gifford (c.1649-1724), but by 1710 the Commissioner was Isaac Townsend (c. 1685–1765). The cataloguers have had to assume that Otger remained at his job. The other two names have not been identified.
