The full legend on the card case reads, WITH THE COMPLIMENTS OF THE AMÉRICAN COMMISSION C. BASCOM SLEMP COMMISSIONER GÉNÉRAL CHARLES H BURKE COMMISSIONER. C. Bascom Slemp (1870-1943), Republican politician, Congressman (Virginia's 9th district, 1907- 1923), presidential secretary to President Coolidge. In 1930, President Hoover appointed Slemp Commissioner General to the Exposition Coloniale. Charles H Burke (1861-1944), was a former Republican congressman from South Dakota and Commissioner of Indian Affairs (1921-29) and author of the unfavourable Burke Act.
