This piece is a contemporary unofficial issue, die-identical to the illustrated example of Prid-401, and would have been produced either unofficially at one of the Presidency mints or at a privately operated mint, for the following reasons. On the obverse, the H of muhammad is shaped differently from the regular specimens, the H at the end of shah and padishah are plain round circles, and the first A and D of padishah touch one another. On the reverse, the 5-petal flower touches one of the pellets in the 5-pellet rosette to the lower left. The "scratch" on the reverse is not a coin scratch but a die-break, which could occur on both official and unofficial issues.
