This is clearly USK-117.06, as judged by the illustration, but it is KM-186.1, not KM-190.1, as USK includes as the KM equivalent (it is type B, not type E). This piece has to the upper right on the obverse 2 flowers and a knot, plus a large star at the center right. The two "holes" are planchet defects, not any kind of damage to the coin.
